Julian Dufreche


Mr. Julian Dufreche was elected Chairman of the LCDA for the second time on October 13, 2016 to begin his term on January 1, 2017.   Sadly, Julian passed away on January 9, 2017. He was the longest-serving elected official in the Tangipahoa Parish community, and he was beginning his 42nd year in elected office.   Julian was 26 when he was first elected to office in 1976 as a Ponchatoula Councilman - where he served three terms.   In 1988 he was elected Mayor of Ponchatoula.  Three short years later, in 1991, Julian would help in facilitating the creation of the Louisiana Local Government Environmental Facilities Authority, later to become the LCDA through his involvement in the Louisiana Municipal Association. Doing such, he would become one of the Founding Members of the Louisiana Community Development Authority (LCDA). Again, in 1997, Julian helped revamp the LCDA legislation as an officer of the Louisiana Municipal Association.   He began his tenure with the Authority serving as a Director on the Board of Directors representing the City of Ponchatoula. He served in that capacity from January, 1991 until September, 2004.   In June of 2004, he retired from his Mayoral office after 28 years of dedicated service to the people of Ponchatoula. As the newly elected Clerk of Court for the Parish of Tangipahoa, he began serving as the representative for the Court as a Director on the LCDA Board of Directors. He served in that capacity for 13 years and was elected Chairman in 2010.   Julian held a strong belief in the ideals of innovative and effective municipal government for the people of his community and the State of Louisiana.   He possessed a love of family, community and volunteerism that was obvious to all who knew him. He dedicated his life to public service and was a gleaming example for all who encountered him. His invaluable leadership, steadfast support, loyal friendship, and trusted counsel will be missed by all of those who knew and served with him.
